Background Information.
The current National Biosecurity and Biorisk management (NBBM) programme is in response to the aspirations of Office of the National Security Adviser (ONSA) and National Authority (NA) on Chemical, Biological and Toxins Weapons Convention (CBTWC). It is also in response to fill the technical gaps in the management of the biological component of the Chemical, Biological, Radiological and Nuclear (CBRN) risks and to meet the challenges of implementing Articles I to VIII of the BTWC.
Objective and Scope
The objective of the Project is to enhance Nigeria’s preparedness in the event of biological incidences in any part of the Country. Scope includes:
- Stakeholders’ forum to introduce the programme and identify relevant programme partners and develop the programme implementation framework.
- Agency-wide survey and documentation of critical biological infrastructure at NABDA that could be vulnerable to CBRN security attacks.
- Development of NABDA BRM Policy Manual.
- Identification, characterization and prioritization of current and future biological threats and evaluation of security risk for biological facilities in the Agency.
- Development of high-level training programs on the detoxification of biological toxins and agents including techniques, protocols and manuals.
- Identification and maintenance of list of experts including details of logistics and mobilization plan in the event of biological incidents.
- Establishment, equipping and certification of advanced CBRN laboratory for the identification of biological agents and toxins of national security implication.
- Development of toxins detection primers and decontamination SOP’s for response to biological threats and incidents across the nation.
- Development of public alert system for biological toxin incidences and threats.
